Philly Women’s Lacrosse League Bylaws

Article 1

Establishment and Purpose

    • The Philly Women’s Lacrosse Club is a non-profit corporation established under non-profit provision law of the State of Pennsylvania. These bylaws are intended to govern the activities of the Philly Women’s Lacrosse Club.

 

1.2 The principal goals of the Club are to encourage, foster, and promote the growth of women’s lacrosse in the Philadelphia area and to communicate lacrosse events of major interest to the membership. In addition to providing an opportunity for women to continue playing, we also want to develop a camaraderie among players by hosting social events that allow for friendships to grow.

Powers

            2.1 Philly Women’s Lacrosse Club shall have the following powers, subject to limitations prescribed by the statue, to attain

Membership

4.1 The League- The league shall have teams of at least 16 players as its members. Every player and all other members of each team must be at least 18 years old. The Membership Committee may impose other restrictions on player eligibility and shall define good standing. There are two levels of membership.

    • Full Membership: Members in good standing are eligible for the league games and can participate in insurance benefits.
    • Probationary: A member in poor standing is not eligible for insurance benefits because of failure to show up to consecutive games.

B. The Executive Committee will determine the spring league membership fee.

 


THE BOARD of DIRECTORS
Each team shall select one individual as a representative to the League Board of Directors.

  • Meetings


Attendance is mandatory at the two Spring League Meetings, and any other meeting called by the League. One meeting will take place two weeks before the first spring league game and the other meeting will take place two weeks after the last spring league game. If the appointed team representative cannot make the meeting, the representative must find someone else to represent the team. A team not represented at the meeting will be fined $50.00.

It is each team’s responsibility to keep the Executive Board continually updated when there is a change in representatives to the League Board of Directors. Absence from a meeting because a new representative or team administrator was not notified will not be an acceptable excuse.

 Members of the Board of Directors wishing to present new business or other proposals for consideration must do so in writing through the appropriate committee prior to the Annual Meeting.

Game Day Procedures

Games are generally played on Sundays at 12:00 pm and 1:00 pm. Games will be two 25 minutes halves with  running clock and 10 minutes for half-time.  The following procedures are required for Spring League games.

  • Postponed games

Games postponed due to inclement weather will be announced on the website, www.phillywomenslacrosse.com  by the latest at 10:00am the day of the game and an email will be send to all Team Managers.

Home Team Responsibilities

For Spring League games the Home Team must contact the Visiting Team at least five days prior to the game date and give accurate directions to the field. The date, starting time, and jersey colors must also be confirmed at this time. The Home Team has the choice of colors. Jerseys should be a predominant color.

On game day the field must be properly lined and nets on the goals in good repair. The field dimensions and markings, except for "limit lines", must adhere to NCAA specifications. Every effort should be made to have straight lines. Although they are not required, cones are strongly recommended. If there is any deviation from NCAA field dimensions and markings, they must be approved in writing by the Conference Director of the Home Team.

During the game, it is suggested that the home team provide a substitution area and a scorer using a League Score Sheet. If such a person is available, a penalty clock timer is also desired for yellow cards. The officials must also keep score and may keep the game clock..

Except for the last weekend of Divisional Games, and for Playoff Games, the home team is responsible for reporting the score of the game to the appropriate person in their Conference. Each Conference Director will inform the teams in his Conference as to who that person is.

On the last weekend of Divisional games and for Playoff games, the winning team is responsible for reporting the score.

Visiting Team Responsibilities

The Visiting Team's managers should confirm the game site, start time, and jersey color at least eight days prior to the start of the game. The manager should provide his players with adequate directions so they will arrive on time. Field addresses are listed in the League "Short" Directory. Using those addresses, adequate maps can be downloaded from the internet using mapquest.com. Home Team Responsibilities:

For Spring League games the Home Team must contact the Visiting Team at least five

Forfeits and No Contests

In the event that a club cannot field a team for a game, the manager of that team must notify the other team’s manager within a reasonable amount of time in advance so that she has time to cancel the game. The team that initiates the cancellation shall forfeit that game and loses the game by a score of 1-0. The Home Team must notify the officials. If the officials arrive at the field for a forfeited game due to inadequate notice, the team that causes the cancellation shall be responsible for paying the officials fees and all other game day costs incurred by the Home Team (i.e. Field rental costs).

If a game cannot start because a team has fewer than 12 dressed players in a reasonable period of time after the scheduled game start time (20 minutes), the game shall be declared a No Contest, and the team without the necessary personnel shall lose the game by a score of 1-0.

After the No Contest has been declared, both teams may agree to play a “game” with the winning team loaning players to the losing team. In this case, the usual procedure for paying the official shall be followed. If a game is not played, the losing team shall be responsible for paying the officials fees that are incurred.


The punishment for violating or not following these rules and procedures is as follows:
·  Forfeiting a game - your team is immediately placed on Probationary Status. In addition, your team will be fined $100.00 per forfeit.

·  There is no punishment for causing one No Contest during any one season. A team that causes a second No Contest in one season shall be fined $50.00 for the second and any subsequent No Contests.
